Title: Humanity on Earth

(In response to Susan Carews Peace Parliament
and Steph Miers International Citizenship project at USH.)

While living in Israel from 1988 to 1998
I came to believe that Jerusalem should have been
declared and developed as an international territory in 1948.

In which residents elect representatives but under international law.
In which the City is developed with residents and internationals in mind.

While in the inverse development, any person, in any nation or state,
could obtain and then maintain a living role as an international citizen.
These citizens would abide by local, regional and international laws.

All Refugees are in need of representation by law and assistance.
Anyone living overseas for a long time would consider it as well.
Anyone intending to participate in international law might join.

Anyone applying would receive International Citizenship under its law.
The organization would be democratic, cooperative and very hospitable.

Membership in not an obligation but a right and a responsibility.
Citizens would have the usual democratic and financial responsibility.
The difference is the State is Humanity, the Land is planet Earth.

In practice, what would most probably happen is...

Many organizations will apply for international statehood.
Many organizations will create their own international currency.
Many organizations will live harmoniously in every existing country.

These international organizations will learn to support each other.
These organizations will bring existing nations into a cooperation.
These organizations will become a viable international alternative.

The challenge is harmony of scale, from personal to the most global.
